Birth to 3 Council: Guiding Principles

In 1988, the Interagency Coordinating Council adopted a set of Guiding Principles (PDF) to provide a framework for decision-making while carrying out the mission and responsibilities. These Principles present the philosophy and reinforce the importance of parent partnerships, community support, team work, collaboration, and the importance of early intervention.
