Wisconsin Chronic Disease Quality Improvement Project Annual Report
The Wisconsin Chronic Disease Quality Improvement Project (CDQIP) examines Wisconsin health plan performance using the National Committee for Quality Assurance's (NCQA) Healthcare Effectiveness Data and Information Set (HEDIS®).
Annual report
The CDQIP Annual Report compares HEDIS® Effectiveness of Care measures for asthma, diabetes, high blood pressure, and high blood cholesterol for commercial, Medicaid, and Medicare health plans. Explore the data below by selecting a measure, health plans, plan type(s), and a measurement year.
Note: Please be aware that Preferred Provider Organizations (PPOs) or Indemnity Insurance products are likely to have very different reported results because medical management and reporting are not required, even when proper care has been delivered. Some products, like Health Maintenance Organizations (HMO), require a report of quality measures related to enrolled members. For this reason, these results may differ from products where reporting of quality measures are not contractually required. Insurance companies may have both kinds of products, some requiring, others not requiring, reporting of these measures. We have verified all reported results and published them without exclusions.

Our interactive report was released in 2022, and last updated in 2024. It allows data users to compare Wisconsin health plans to one another for care provided in 2020 and 2021 (HEDIS® Measurement Years 2020 and 2021) across Effectiveness of Care measures for asthma, diabetes, high blood pressure, and high blood cholesterol.
Measure definitions can be found at NCQA HEDIS® Measures and Technical Resources. For all measures except Comprehensive Diabetes Care-Poor HbA1c, a higher rate means better performance. The orange line is the benchmark rate value (average) for the plan type and selected measure.
Over the last five years, CDQIP's efforts focused heavily on care provided to patients with diabetes, high blood pressure, and high blood cholesterol. In 2024, we added the asthma medication ratio at the request of partners.
NCQA uses HEDIS® data to accredit health plans and evaluate the quality of care. Although NCQA's programs are widely used, they are voluntary, so data are not available for all Wisconsin health plans.

Previous years' reports include data voluntarily submitted by CDQIP-participating commercial health plans.
