EMS Instructor Information and Requirements

Instructor I Certification

As outlined in Wis. Admin. Code § DHS 110.27, before you may act as an Instructor I, you will need to complete the application process. In doing so, you will have to identify a training center to assist you with the application process because you need to be certified and credentialed with a Wisconsin-approved EMS training center to be an instructor. For an Instructor I Certification, you will need to meet the following requirements:

  • You must be a certified Emergency Medical Responder or licensed Emergency Medical Technician (EMT) at or above the license level you will be instructing, with two years of experience as a certified Emergency Medical Responder or licensed EMT at or above the level you will provide instruction for.
  • You must have current certification in Cardio-Pulmonary Resuscitation (CPR) at the health care provider level, as well as Advanced Cardiac Life Support (ACLS) at the levels of intermediate and paramedic levels.
  • You must complete an application for Instructor I Certification via E-Licensing.
  • Once the Instructor I application is processed and approved, you will need to complete a local credentialing agreement for the training center(s) you are participating with. This ensures that you will be added to the training center roster.

Instructor certification renewal

Once an Instructor I Certification has been approved, the certification is valid until you do not renew your core EMS Provider license. This means that when your EMT license expires or becomes invalid, so will your Instructor I Certification.

EMS Instructor II information and requirements

Instructor II certification

As outlined in Wis. Admin. Code § DHS 110.28, before you may act as an Instructor II, you will need to complete the application process. In doing so, you will have to identify a training center to assist you with the application process because you need to be certified and credentialed with a Wisconsin-approved EMS training center to be an instructor. The EMS Instructor II is a jointly approved instructor certification by the Department of Health Services, EMS Section and the Wisconsin Technical College System (WTCS). For Instructor II Certification, you will need to meet the following requirements:

  • You must be a certified Emergency Medical Responder or licensed EMT at or above the license level you will be instructing and have current National Registry of Emergency Medical Technicians (NREMT) certification at or above the license level you will be instructing. As an exception, if you are an EMT-paramedic licensed under this chapter before January 1, 2013, certification with the NREMT is not required. However, certification with the NREMT at the EMT-paramedic level is required for critical care paramedic EMS Instructor II certification.
  • You must have two years of experience as a certified Emergency Medical Responder or licensed EMT at or above the level you will provide instruction for, or equivalent critical care experience as determined by the Department of Health Services.
  • You must have current certification in CPR at the health care provider level, as well as ACLS at the levels of intermediate and paramedic levels.
  • You must have proof of prior supervised teaching experience sufficient for the training center to consider you competent and to authorize the EMS Instructor II to lead a training course.
  • You must have proof of successful completion of an EMS Instructor II orientation workshop conducted by the department and the WTCS board, or an equivalent as determined by the department.
  • If previously certified at any level as an EMS instructor, you must demonstrate competent instruction as evidenced by a minimum 70% pass rate on the state-approved examination for the last course taught.
  • You must complete an application for Instructor II Certification via E-Licensing.
  • Once an Instructor II Certification has been approved, you must complete a Local Credentialing Agreement (LCA) for the training center(s) you are participating with. This ensures that you will be added to the training center roster.

Instructor II Renewal Certification

The Instructor II Certification must be renewed every two years, just like your core EMS Provider license. To renew an EMS Instructor II Certification, you will need to complete the following:

  • You must complete a renewal application for your core Emergency Medical Responder or EMT license via E-Licensing. You must be certified or licensed by the Department of Health Services, EMS Section at or above the license level you will be instructing.
  • You must complete a renewal application for the Instructor II certification via E-Licensing .
  • You must ensure continued affiliation with the training center for the renewal biennial period.

You must complete two applications during renewal: your EMT license renewal application and the Instructor II renewal application. If you fail to renew your core EMS provider license, you will need to complete the Instructor II application from the initial application process, once your core EMS License is current.
