IRIS: ICA and FEA Financial Summaries
The Wisconsin Department of Health Services (DHS) contracts with IRIS consultant agencies (ICAs) and fiscal employer agents (FEAs) to help IRIS participants create and use their service plans. These contractors are paid a specified monthly rate of service (MROS) for each participant. The MROS is in the IRIS Provider Agreement (available on the IRIS: Manuals, Resources, and Reports page). Contractors must submit quarterly financial reports to the DHS Bureau of Rate Setting. We use the reports to monitor the contractors’ financial health and sustainability. We also use the reports when making decisions about changing the MROS.
The financial summaries on this page show at a high level the IRIS-related financial information contractors report to DHS for review. Summaries are year-to-date (YTD), showing the financial results reported by each contractor from January 1 to the date shown on the report. The summaries include:
- Revenue.
- Operating expenses.
- Other income or expenses.
- Net income or loss.
These are presented both as total dollars and per participant per month (PPPM) amounts. Contractors report the YTD number of participant months, and DHS uses that information to determine the PPPM amounts.
Summaries also show whether the Working Capital and Reserve Fund requirements of the IRIS Provider Agreement have been met. Please see the IRIS Provider Agreement for more information.
Financial summaries for FEAs are not available yet.
Important disclaimer: The DHS presentation of financial results is a subset of the full financial statement reports from the ICAs and reviewed for reasonableness. The ICA financial reporting is done on a generally accepted accounting principles (GAAP) basis. Financial reporting is technical in nature and no party should use or make assumptions about the results without a thorough understanding of the program and health care industry financial reporting.
When we post financial summaries
DHS posts these financial summaries after the end of each quarter. We post the first three quarterly reports about 90 days after each quarter:
- YTD Quarter 1 (January 1 to March 31)
- YTD Quarter 2 (January 1 to June 30)
- YTD Quarter 3 (January 1 to September 30)
Year-end reports are not available until we receive and review contractors’ audit statements. We post these about six months after year end.
Financial summaries
Financial summaries are available for ICAs beginning with the YTD Quarter 2 report for 2024. Financial summaries for FEAs are not available yet.
