Divisions and Offices
The Department of Health Services has ten divisions and offices that work to protect and promote the health and safety of the people of Wisconsin. Together with our partners, we work to ensure everyone has access to the information, services, and supports needed to live their best life.

Office of the Secretary (OS)
OS leads the Department and contains the executive team, communications team, substance use initiatives, area administration, and tribal affairs.

Office of Health Equity (OHE)
OHE works to help address health disparities and promote a culture of inclusion where all Wisconsinites are able to thrive and be engaged.

Office of the Inspector General (OIG)
OIG protects Wisconsin taxpayers by preventing and detecting fraud, waste, and abuse of public assistance programs administered by DHS, like Medicaid, FoodShare, and Family Care.

Office of Legal Counsel (OLC)
OLC provides legal services and advice to the Department.

Office of Policy Initiatives and Budget (OPIB)
OPIB provides department-wide budgeting and policy and research services.

Division of Care and Treatment Services (DCTS)
DCTS supports community mental health and substance use programs and manages seven facilities.

Division of Enterprise Services (DES)
DES oversees financial management, information systems and technology, and facilities management.

Division of Medicaid Services (DMS)
DMS supports Wisconsin’s ForwardHealth programs to provide access to health care, long-term care, and nutritional assistance for individuals and families who are elderly, have a disability, or have low income.

Division of Public Health (DPH)
DPH is responsible for providing public health services to the people of Wisconsin.

Division of Quality Assurance (DQA)
DQA is responsible for regulating and licensing more than 40 different programs, facilities, and caregivers that provide health and residential care.
