Birth to 3 Program: State Performance Plan

The State Performance Plan is a plan required by the federal government. It includes targets for each state’s program performance.

In the State Performance Plan, the state must include:

  1. Baseline data. This data must reflect the state’s efforts to carry out Part C of the Individuals with Disabilities Education Act.
  2. Measurable targets. Targets are included for each of the indicators given by the DOE Secretary in the priority areas under section 616(a) of the Individuals with Disabilities Education Act.
  3. A plan for how the state will improve how it carries out Part C.
