A Part C Grant Application (PDF) is submitted annually to the Office of Special Education Programs (OSEP) within the U.S. Department of Education to receive a federal grant award under Part C of the Individuals with Disabilities Education Act (IDEA). This federal grant helps to fund the Wisconsin Birth to 3 Program. The Wisconsin Department of Health Services Birth to 3 Program submits the Part C grant application for Wisconsin. We anticipate receiving federal fiscal year 2025 funds on July 1, 2025.
Wisconsin has revised its Section 427 of the General Education Provisions Act (GEPA) form (PDF) to describe new initiatives the state has taken to address barriers and ensure equitable access to, and participation in, Part C. The form consists of four questions that outline existing policies and commitments: how to ensure equitable access and participation in Part C, what barriers impede equitable access, steps needed to address barriers, and the timeline for addressing identified barriers.
As part of the application process, Wisconsin publishes its Part C grant application throughout the state at least 60 days prior before it is submitted to OSEP. There is an opportunity for public comment on the grant application for at least 30 days during that 60-day publication period.
