Adult Protective Services: Wisconsin Incident Tracking System Reporting

Wisconsin Incident Tracking System (WITS) is being replaced

The Department of Health Services (DHS) is working on creating a new system that responders for adults at risk will use to file reports of suspected abuse. This new system will replace the Wisconsin Incident Tracking System, which has been in use since 2007.

The new data entry system is anticipated to come online in early 2024. However, WITS will be unavailable for new report entries at the end of 2023. DHS Adult Protective Services (APS) staff will reach out to our APS partners with next steps and resources for filing reports in the interim and information about the new system as it becomes available.

DHS will continue to process new WITS user requests until the end of the 2023 reporting period (March 31, 2024) to allow for updates to existing reports. 

Any APS responders with questions about the WITS replacement or APS data reporting can email the DHS APS team at DHSAPS@dhs.wisconsin.gov.

Responders for adults at risk of all ages will now use a single web-based system to file reports of suspected abuse. The system is known as the Wisconsin Incident Tracking System, or WITS.

New WITS users

To obtain a user account for WITS:

  1. Get state DOA security clearance through the Wisconsin Access Management System (WAMS) website.

Note: If you are already registered to use the CARES (Client Assistance for Re-employment and Economic Support System) WorkerWeb, you already have clearance. Use your CARES user ID to apply for a WITS account.

  1. Once WAMS has issued your user ID, apply for a WITS user account. Fill out a WITS Access Request Form:
  1. Fax the form to the Department of Health Services, Attn: WITS Security Administrator at 608-267-3203.

WAMS problems

If you have problems using WAMS to obtain security clearance, it may be that you already have an account which has been frozen due to inactivity. It might be an account you obtained previously for another application, such as the CARES WorkerWeb. Follow these steps for help:

  1. Go to the WAMS home page.
  2. Scroll to the bottom of the page. Select the link Help Wisconsin Support to open a fillable webpage.
  3. Fill in your information (include a phone number and name) and click Submit.
