Update to Retraction and Voluntary Repayment Agreement Procedures

This Operations Memo provides policy clarification on when retractions and Voluntary Repayment Agreements (VPAs) may be utilized to recover funds. In addition, this Operations Memo also outlines the process that will be utilized to recover funds due to VPA failures. This Operations Memo will replace Operations Memos 17-58 and 19-17 and combine all retraction and VPA process guidance into one document.
