Monthly Licensed Bed Assessment e-Payment (LBAP)
The Licensed Bed Assessment e-Payment (LBAP) is a web based application that allows nursing homes to make electronic payments for monthly assessments.
Per Chapter DHS 15.04(2)(a), charges on a monthly assessment are based on a facility's bed count as of the 15th of the month before the month of the assessment.
Make a payment
Access the e-payment system by entering your Wisconsin Web Access Management System (WAMS) ID.
Use the e-payment system for the first time
You'll need to get a WAMS ID and request access to the e-payment system.
New policy for delinquent payments
Beginning July 1, 2025, the Wisconsin Department of Health Services will refer licensed bed assessment amounts unpaid for 120 days to the Wisconsin Department of Revenue (DOR). Here's what to know:
- DHS will notify providers when assessment is 60 days past due.
- DOR adds 15% of the collected amount as a charge.
- A six month grace period from January 1 to July 1, 2025, will waive all interest, penalties, and fees for providers who bring their licensed bed assessment balances current.
- Facilities can set up a payment plan no later than April 1, 2025. Any missed payment will result in all outstanding amounts becoming immediately due, including interest, penalties, and fees.
- Beginning January 1, 2025, DHS will reduce rates, per the State Plan, for providers with delinquent licensed bed assessment payments.
Making payments for the first time
Follow these steps to use the e-payment option to pay bed assessments for the first time:
- Request a WAMS ID and password. Follow the directions included in the confirmation email.
- Activate your account.
- Click on the account activation link (provided in the email).
- Log in with your new user ID and password to activate the account.
- Request e-payment system access. Send an email with your WAMS ID and the facility license numbers for which payments will be made for the bed assessment to the Bureau of Rate Setting at DHSDMSBRS@dhs.wisconsin.gov.
