HIV Care and Treatment: Life Care and Early Intervention Services
The Mike Johnson Life Care and Early Intervention Services (LCEIS) grant was first funded by the Wisconsin legislature in 1990 to support HIV care and treatment services for people living with HIV. In 2022, the grant was revised to provide access to services for people not living with HIV to get access to pre-exposure prophylaxis (PrEP).
The Wisconsin Department of Health Services distributes this funding to AIDS Service Organizations (ASOs) across the state. To become an ASO, organizations must submit a request using the AIDS Service Organization Designation Request form, F-03151 (PDF). The Wisconsin Department of Health Services accepts ASO applications once per year. The 2025 application cycle is now closed. Check back in 2026.

Is this funding still available?
Yes, Mike Johnson LCEIS grant funding is provided through Wisconsin State Statute 252.12(2)(a)8. The funding period will begin July 1, 2025 and go through June 30, 2026. At the discretion of DHS, two one-year extensions may be granted.
When a staff person is funded under Ryan White (RW) and Mike Johnson LCEIS: How do organizations apply payor of last resort when staff who are funded under both RW and Mike Johnson working for clients eligible for both RW/LCEIS?
While Ryan White HIV/AIDS Program funding and LCEIS funding have many overlapping eligibility criteria, there are some clients who will only be eligible for assistance through one funding source or another. For clients who are eligible for the same service using both funding sources, LCEIS funds must be used prior to Ryan White funds to meet the federal payor of last resort requirement.

Recipients of LCEIS funding are required to use LCEIS eligibility criteria. Subrecipients of Ryan White HIV/AIDS Program funding are required to use Ryan White HIV/AIDS Program eligibility requirements.
If an organization has been designated as an ASO in the past where can we find our designation letter?
An organization who has been designated as an ASO will have received their designation letter via email from the LCEIS program coordinator. If you need a copy of your ASO designation letter please contact the LCEIS program coordinator at DHSHIVRFA@dhs.wisconsin.gov.
Do we need to submit the new F-03151 form (PDF) more than once?
Applicants do not need to submit a new F-03151 form at this time.
Can organizations apply and fund line items or services in the budget proposal for less than a year?
If you are planning to fund a service for a portion of the grant period, you can do so as long as that intent is clearly stated in the budget narrative that accompanies your RFA application.
Are there budget limitations per service category or per regions?
It is the goal of DHS to award LCEIS grant funds for services to people living with HIV (service categories B-G) consistent with the following proportionate distribution of people living with HIV in the DHS regions in Wisconsin, based on 2024 preliminary data included in the RFA. Funds for HIV Prevention Services (service category A) will be awarded by DHS region and based on available funding, application scores as determined by a review panel, and recommendation of the HIV Care Unit staff.
The RFA states that administrative costs are capped at 10% of the total contract award. This is equivalent to an indirect cost rate of 11.11% applied to direct costs. The budget template provided includes the rate of 11% in the cell for Administration. Are indirect costs capped at 11% or 11.11% of direct costs?
The formulary on the budget template is editable and can be adjusted to use a 11.11% indirect cost rate. The HIV Care Team will review submitted budgets to ensure that administrative costs do not exceed 11.11% of direct costs.
