The consolidated contract combines funding for multiple programs into a single, cost-based reimbursement contract for each LHD.

Accessing GAC

The GAC system, is a DPH tool for conducting the contracting process between DPH and its partners, local health departments and private agencies. The GAC System and its associated processes are owned and managed by the Division of Public Health. GAC is a secure, password-protected, web-based application that facilitates the negotiation of programmatic objectives and tracks funding allocations. All users are required to have a Wisconsin user account and be assigned appropriate access (role).

If you do not have an assigned GAC role, complete the following two-step process:

Step 1

Obtain Wisconsin User Account. After completing step 1, return to this page to go to step 2.

Step 2

Request Access to GAC. Requires login using your Wisconsin user ID and password.
