Children’s Long-Term Support (CLTS) Program: SAS

SAS Institute has developed the Wisconsin Department of Health Services (DHS) new Enterprise Data Warehouse/Data Analytics and Reporting (EDW/DAR) Solution, referred to as SAS. SAS will house data pulled from different Wisconsin Medicaid systems such as Program Participation System (PPS), ForwardHealth interChange, and Functional Screen Information Access (FSIA).

How to access SAS

To access SAS, go to https://prod.widhs.cloudanalytics.sas.com/SASDrive/.

Note: SAS can only be accessed from an approved IP address. You must be on an approved network (either physically or by a virtual private network or VPN) to access the DHS data warehouse through SAS. Please contact the SAS helpdesk at widhs-helpdesk@sas.com if you are not able to connect.

Recommendation: Save the link to access SAS as a favorite to get into SAS. To do this, right click on the link to access SAS and choose copy link. Open your browser and enter the link into the address bar. Save it as a favorite for that browser. Do not save the “login page” (prod.widhs.cloudanalytics.sas.com/SASLogon/login) as your favorite. You cannot access SAS from that webpage.

Available CLTS Program reports

Contains the following tabs:

  • Currently Enrolled Tab—Lists kids who had active enrollment in the past week. Report includes:
    • Address
    • CARES case number
    • Date of birth
    • Katie Beckett details
    • Medicaid benefit plans
    • Waiver enrollment
  • Predicted Disenrollments Tab—Lists kids scheduled for disenrollment at the end of the current and next calendar months. Must be for these reasons:
    • The child ages out of the program. This happens on the last day of the month they turn 22.
    • The child loses functional eligibility.
    • The child’s Medicaid ends.
    • The recertification due date falls within the reporting period.
    • A yearly functional screen or level of care determination is due.

Lists kids with more than one ID who had records linked in the past month used to identify MCI changes.

Combines ForwardHealth Enrollment and Functional Screen data. Used to find kids who have annual rescreens due based on last screen calculated date. Also has tabs for:

  • Aging out (17 1/2 -18 years old)
  • Disenrolled current month
  • Disenrolled last month
  • Disenrolled next month
  • Enrolled within last 90 days

Uses the same data as the rescreen report except this report looks at program recertification due date from the enrollment record. Also has tabs for:

  • Aging out (17 1/2-18 years old)
  • Disenrolled current month
  • Disenrolled last month
  • Disenrolled next month

Each spring, county waiver agencies (CWAs) work with DHS to reconcile the CLTS Program’s service and administrative expenditures for the prior calendar year. This report can also be used as a flexible template query of CLTS claims data outside of the reconciliation process.
