The Wisconsin Substance Use Summit is an event focused on actionable strategies to build healthy communities through substance use prevention, intervention, treatment, and recovery services and supports.

Registration for this event is expected to open no later than mid-March. Single day tickets will not be available. Two-day registration is the only option to attend this event.

Scholarships are not available through the planning committee for this event. Scholarships may be available through other organizations.

This will be a paperless event. All attendees will need to use the free WHOVA app to access event materials and information.

Connection, collaboration, and community

The Division of Care and Treatment and Services and UW-Milwaukee’s Center for Innovative Transition, Education & Employment are organizing the Wisconsin Substance Use Summit to be the premier state convening where prevention specialists, treatment professionals, recovery advocates, medical professionals, public health leaders, educators, first responders, policymakers, and community leaders come together to share insights on Wisconsin’s substance use crisis and proven solutions for better health and wellness for all state residents.

This event will:

  • Create and provide spaces and opportunities for people to connect with best practice approaches and methodology, resource access points, and experts in the substance use field.
  • Provide educational opportunities, practical demonstrations, and real-life examples of collaborative efforts to address substance use issues.
  • Create a community of relationships for attendees to learn from and support each other, brainstorm solutions to barriers, and provide peer support.

Continuing education hours will be available.

A limited number of free exhibit tables are available for Wisconsin state agencies, state-funded statewide initiatives, and state or national organizations offering training or technical assistance opportunities related to substance use. Agencies and organizations interested in exhibiting at this event should send their request to dhsdcts@dhs.wisconsin.gov.

August 3-4, 2026 (preconference in-person only activity)

Perinatal Mood Disorders: Components of Care
This 14-hour course is designed for nurses, physicians, social workers, mental health providers, childbirth professionals, social support providers, or anyone interested in learning skills and knowledge for the assessment and treatment of perinatal mood disorders. Participants will receive a training binder, handouts, and continuing education credits. Completion of this course is the first step in becoming a certified perinatal mental health professional.

Alcohol and Tobacco Policy Seminar
This activity is a training and networking opportunity for people who want to reduce excessive alcohol use and prevent and reduce the impacts of commercial tobacco use. This activity is designed for substance use coalition members, researchers, public health professionals, law enforcement, local elected officials, physicians, epidemiologists, and municipal staff like clerks and elected officials.

ASAM Criteria 4th Edition Foundation Training
This activity is designed to help health care professionals develop patient-centered service plans and make objective decisions during the Level of Care Assessment and Treatment Planning Assessment for individuals with substance use disorders and co-occurring conditions. Participants will learn the basics of the ASAM Criteria, such as the guiding principles, continuum of care, and how to conduct the Level of Care and Treatment Planning Assessments to provide an appropriate level of care recommendation and individualized treatment plans. Further, by using case scenarios, this course will help prepare participants to implement the ASAM Criteria effectively in their practice. The target audience for this course includes beginner, intermediate, and advanced counselors, social workers, administrators, clinical staff, medical students, and any other health care professional who works individuals with substance use disorders and co-occurring conditions.

Intoxicated Driver Program Conference
This activity is for staff involved with the Intoxicated Driver Program, including Tribal nation and county program coordinators, supervisors, and assessors. It is an opportunity for program staff to discuss updates to the program and receive training on best practices.

  • 1:30 p.m. - Breakout session 2 (eight 60-minute workshops offered)
  • 2:30 p.m. - Break (refreshments provided to in-person attendees)
  • 2:45 p.m. - Breakout session 3 (eight 90-minute workshops offered)
  • 4:15 p.m. - End of day

Optional evening activities will be available including a Green Bay Packers experience at Lambeau Field. 

August 6, 2026

  • 8:30 a.m. - Welcome and announcements
  • 8:45 a.m. - Keynote speaker
  • 10:00 a.m. - Break (refreshments provided to in-person attendees)
  • 10:15 a.m. - Breakout session 4 (eight 60-minute workshops offered)
  • 11:15 a.m. - Transition time between sessions
  • 11:30 a.m. - Breakout session 5 (eight 60-minute workshops offered)
  • 12:30 p.m. - Lunch (included with in-person registration) and networking
  • 2:00 p.m. - Breakout session 6 (eight 60-minute workshops offered)
  • 3:00 p.m. - End of day

Everyone who registers for the Wisconsin Substance Use Summit will have access to session recordings and materials for three months after the event at no additional charge.

Lodging

Lodging at special rates for this event will be available at several Green Bay hotels, including the Oneida Hotel, Delta by Marriott, Extended Stay Green Bay, Holiday Inn & Suites Green Bay Stadium, Hotel J, Tundra Lodge Resort, and Wingate by Wyndham Green Bay Airport. The cost to stay at these hotels will range from $95 to $128 per night plus tax, if applicable, depending on room type. Information on the room blocks for this event will be shared soon. The special lodging rates will be available until about 30 days before the event.


Note: The in-person venue for this event, the Oneida Hotel, is owned and operated by the Oneida Nation. It is attached to the Oneida Casino. Multiple routes are available to reach the hotel guest rooms and meeting spaces being used for this event. Attendees are not required to navigate through the casino or other gaming areas to participate in this event.
