American Rescue Plan Act Funding for Wisconsin's Health

President Biden signed the American Rescue Plan Act (ARPA) into law on March 11, 2021. It provides $1.9 trillion in economic stimulus to aid the recovery from the COVID-19 pandemic. The Wisconsin Department of Health Services (DHS) has access to more than $400 million of that funding to improve the health of Wisconsinites, including for mental health and substance use disorders, as well as home and community-based services (HCBS).

Mental Health and Substance Use Services

More than $100 million is being invested into community-level supports for people experiencing mental health and substance use challenges.

A total of $350 million is helping state residents who are elderly or have a disability receive much-needed services to allow them to live as independently as possible.
