Health priority: Tobacco use and exposure

Objective: Youth prevention

1. Tobacco use among Wisconsin middle school youth will decrease from 16 percent in 2000 to 12 percent in 2010.
2. Tobacco use among Wisconsin high school youth will decrease from 39 percent in 2000 to 29 percent in 2010.

Sufficient Evidence for Effectiveness was found for the following interventions:

• Cessation programs for adolescents (PDF, 18 KB)
• Increase the unit price of tobacco products (PDF, 23 KB)
• Media campaigns with interventions  (PDF,  20 KB)
• Social environment changes  (PDF, 17 KB)

Insufficient Evidence to Determine Effectiveness was found for the following interventions:

• Community interventions to help prevent the initiation of smoking in young people  (PDF, 19 KB)
• Interventions for preventing tobacco sales to minors (PDF, 22 KB)

Mixed Evidence was found for the following interventions:

• School-based programs for preventing smoking (PDF, 19 KB)

Sufficient Evidence for Ineffectiveness was found for the following interventions:

Limitations/Comments:
The main resources used to describe evidence-based practices in tobacco control -The Guide to Community Preventive Services and the Centers for Disease Control and Prevention's (CDC) Best Practices - may not reflect the most current tobacco control practices. The Community Guide was published in February of 2001 and used studies mainly from the late 1980's and early 1990's to establish evidence-based practices. CDC's Best Practices report was published even earlier. Tobacco control is a rapidly developing field and innovative programs and policies which have not been evaluated are not examined in this review.
