to 8.5 per 10,000 population from the 2000 baseline asthma hospitalization rate of 10.6 per
10,000.

Randomized trials of the interventions listed above are often difficult to
carry out in practice due to: (1) limited ability to randomize and blind
participants to the interventions; and (2) the amount of time necessary to
carry out the interventions in order to find an effect.
