Objective: By 2010, reduce the asthma hospitalization rate to 8.5 per 10,000 population from the 2000 baseline asthma hospitalization rate of 10.6 per 10,000.

Limitations/Comments:
Randomized trials of the interventions listed above are often difficult to carry out in practice due to: (1) limited ability to randomize and blind participants to the interventions; and (2) the amount of time necessary to carry out the interventions in order to find an effect.
