ISSUE

Wis. Admin. Code § HFS 83.14(6)(a)1., lists the exemptions for training under § HFS 83.14(1)(a), in resident rights, recognizing and responding to challenging behaviors, and client group specific training; and § HFS 83.14(1)(b), in assessing needs of prospective residents and developing individualized service plans. The exemptions do not specifically address nursing school graduates and student nurses.

CLARIFICATION § HFS 83.14(6)(a)1.:

A. Nursing School Graduates

A person who has graduated from an accredited nursing school may be added to the list to be exempt from training under § HFS 83.14(1)(a) and (b). CBRFs must retain a copy of the person’s degree or transcripts indicating graduation from an accredited nursing program.

B. Student Nurses

Student nurses may be added to the list to be exempt from training under § HFS 83.14(1)(a) and (b), if they have successfully completed courses in the respective training areas. CBRFs must retain a copy of the nursing student’s transcripts indicating successful completion of those courses.

ISSUE

Wis. Admin. Code § HFS 83.14(6)(a)2., lists the exemptions from the training requirements in management and administration of medications in community-based residential facilities (CBRFs).

CLARIFICATION of HFS 83.14(6)(a)2b.:

A. Nursing School Graduates

A person who has graduated from an accredited nursing school is exempt from the medication training under § HFS 83.14(3). CBRFs must retain a copy of the person’s degree or transcripts indicating graduation an accredited nursing program.

B. Nursing Students

Nursing students who are currently enrolled in a nursing program and who have successfully completed a medication administration course are exempt from the medication training under § HFS 83.14(3). CBRFs must retain a copy of a transcript or other information indicating the nursing student has successfully completed a medication administration course.

Although nursing school graduates and students hired by the CBRF will be exempt from the medication training requirements, they must still be oriented to the facility and the facility’s medication system prior to administering medications to residents.
