Security Income (SSI) External Advocate Services

The Department is
seeking proposals from organizations to administer the Supplemental
Security Income (SSI) Managed Care (MC) External Advocate Program
capable of serving SSI MC enrollees under the highest quality standards.
The contract service includes conducting community outreach and
education concerning managed care for those members of the Wisconsin
Medicaid Program who are also eligible for federal Supplemental Security
Income. The External Advocate will also assist members with issues
related to SSI eligibility in general; participate in regular meetings
with representatives from the State, managed care organizations,
consumers, and other advocates explaining how the SSI Managed Care
program functions; provide summary data on representations in fair
hearing and grievance activities; and submit periodic reports outlining
their activities.

Southeast Wisconsin Medicaid Managed Care Organizations

The Wisconsin Department of Health Services (DHS), Division of Health Care Access and Accountability (DHCAA) is requesting Proposals from qualified
managed care organizations seeking to contract with DHS for providing and managing health care services in Milwaukee, Washington, Ozaukee, Waukesha,
Racine and Kenosha counties. The Southeast Wisconsin Medicaid Managed Care Organizations RFP solicits innovative approaches to providing
healthcare to members enrolled in the State’s BadgerCare Plus Standard and Benchmark programs. Contracts are planned for an initial period of
three and one-half years with provision, upon negotiation, for an additional two (2) one-year renewal periods.

Implementation of the CLTS Waivers for children with Autism Spectrum Disorders (RFP# G1665-DLTC-BC)
The purpose of this RFP is to solicit proposals from agencies interested in administering the Children's Long-Term Support (CLTS) Waivers for
children with Autism Spectrum Disorders: Autism, Asperger Syndrome and Pervasive Developmental Disorder-Not Otherwise Specified to ensure converage,
at a minimum, in 15 counties across the state. The Proposer must administer the CLTS Waivers program to the full intent, of financial and functional
eligibility, support and service coordination, management of intensive in-home treatment services and on-going services, working with each family
to determine services that would benefit their child within the child's community, termination of services, and reporting to the Human Services
Reporting System (HSRS) and other state established data systems. Coordination and collaboration as warranted with other partners, specifically
county agencies, are expected functions of the Proposer. The activities of the Proposer and state staff must be performed in close collaboration
and coordination with the activities and responsibilities of the DLTC/BLTS.
Proposers have the opportunity to submit a proposal to provide the service to all 15 counties or may define a specific region or county of
the state. A county that initially opted out of providing the service may submit an application for providing these services.

TANF AODA Grant (RFP # DMHSAS-G1671)
Substance use disorders play a major role in TANF-eligible individuals’ ability to access needed services and assistance, and is a significant
factor in one’s ability to secure and maintain employment. There are challenges in the development of treatment plans and employability plans
for families involved in multiple systems such as, child welfare, corrections, Wisconsin Works (W-2), domestic violence, and mental health. The
major objectives of this grant are to provide comprehensive treatment for substance use disorders, to collaborate with multiple system service
organizations in the planning and delivery of services, and to ensure that services proposed meet the needs of each family. Multiple system service
delivery and coordination that is strength-based, gender and culturally-sensitive, and family focused is needed in order to best meet the needs
of families involved in multiple systems with complex needs. Family and consumer involvement should occur at all stages including planning, development,
implementation, evaluation, and next steps.
