October 11, 2007 In early 2007, the Department of Health and Family Services began a process to strengthen the business infrastructure of the Department and managed long-term care organizations (MCOs) that provide Family Care at present and as Family Care expands to a statewide program model. This process has taken the form of a multi-phase project. Phase 1 of the project was focused on identifying the business infrastructure and information systems needs of Family Care at today’s single-county care management organizations (CMOs) and at future regional Family Care programs (MCOs). This phase focused on La Crosse County and the West Central Consortium for Long-Term Support and Health Care Reform, with analysis, consultation and project support by The Management Group, Inc. and Virchow Krause & Company. A second phase of this project is being initiated to analyze business infrastructure needs to include those required at the Department to support Family Care and will result in a long-term vision of infrastructure needs system-wide.
The Department is pleased to announce that the final report of Phase 1: "Family Care Business Infrastructure and IT Systems Project" (PDF, 3.6 MB/3657 KB; 126 pages) is now available. This report should help planning consortia understand the functional business infrastructure components and information technology systems framework necessary to support effective and efficient management of regional MCOs. The Department recommends that planning consortia use the report as a guide to review and develop a focused plan to secure the necessary business platforms to support regional Family Care programs.
The Department would like to take this opportunity to thank La Crosse County and the West Central Consortium for Long-Term Support and Health Care Reform for their commitment and extensive contribution of staff time to the first phase of this project.
September 19, 2007 During the past several months the Department of Health and Family Services has gathered questions from consumers, guardians and family members about the Family Care Program. In response to many of these questions a webcast is now available: People with Developmental Disabilities and Family Care. This two part presentation addresses four topic areas: Family Care Program Design, Family Care Funding, Statewide Family Care Expansion, and Transition to Family Care. This presentation has been presented to many advocacy groups throughout the state and has been met with positive response. We hope you find the information useful as it answers many of the basic questions about the Family Care program. Others who may be served by the Family Care program will likely find the information beneficial; please inform them of the availability of this webcast. September 7, 2007 The Department of Health and Family Services announced on September 6, 2007 its intention to award contracts to entities that successfully responded to its June 2007 Request for Proposals. Intent to Award Letter (PDF, 28 KB)
August 23, 2007 The Department of Health and Family Services has posted revisions to #3 in the Managed Long-Term Care Expansion Planning Information Series: Long-Term Care Expansion "Readiness Template." The revisions include addition of two business areas for which the Department will have certification requirements for (member informational materials, and MOUs with counties in the MCO's service area). The revisions also include more detailed information about the state performance indicators (certification requirements) for care management competencies and training, and encounter reporting. The revised "Readiness Template" is available on our website at:

July 9, 2007 The Department of Health and Family Services has posted projections for the growing 65+ population in Wisconsin, as well as maps of each long-term care planning consortium region that show how potential service populations are distributed geographically. This information is available on our website at:

June 20, 2007 Information Series #4 (PDF, 43 KB), Common Questions: Family Care and Chapters 51 and 55, is now available on the Department's Managed Long-Term Care Expansion website.
June 20, 2007 The Department of Health and Family Services has released two "Question & Answer" documents regarding Family Care. "Questions about Family Care for People with Developmental Disabilities (PDF, 367 KB) responds to questions about Family Care that have been posed by consumers, their guardians and their family members. "Family Care for Long-Term Care Service Providers" (PDF, 205 KB) answers questions that the Department has gathered from service providers who are interested in the expansion of Family Care. 
June 6, 2007 The Department of Health and Family Services released a Request for Proposals (RFP) for Managed Care Organizations on Monday, June 4, 2007. Entities interested in responding to this RFP should register for Vendornet at http://vendornet.state.wi.us (Exit DHS) and follow the instructions there for responding to the Official Sealed Bid, Agency Bid Number 1597-DDES-SM. (An Unofficial copy of the RFP is posted on our website). Responses to this RFP are due no later than 4:00 PM on July 13, 2007. Note: Questions about the RFP should be addressed to the individuals specified in the RFP document.
June 5, 2007 Several additions have been made to the ADRC webpage: 
ADRC Information Bulletin #14 (PDF, 68 KB): Funding Incentives in Support of Multi-County ADRCs. This replaces and revises the funding schedule attached to Bulletin #8. It provides information about a minimum funding level for the four smallest counties and how a consortium might receive a $40,000 bonus for each county within the consortium that has less than 0.7% of the population.

(PDF, 221 KB): This must be used by counties or consortia that wish to apply for ADRC funding and certification.
ADRC Information Bulletin #12 (PDF, 132 KB): Readiness Checklist. This document has been updated to be consistent with the new ADRC Application.
May 14, 2007 The Pathways to Independence project within the Wisconsin Department of Health and Family Services is conducting listening sessions throughout the state in May and June. The information gathered about disability and employment issues will be used to develop Pathways regional priorities for 2008. Please feel free to share this information with any stakeholders who may be interested in participating.
May 11, 2007 Informational Bulletin #13, "ADRC Cost Model Budgeting Tool" (PDF, 290 KB) has been posted on the ADRC site. The purpose of this informational bulletin is to share a description of how the ADRC Cost Model Budgeting Tool was prepared. This tool was used in preparing the Department’s 07-09 biennial budget request to expand ADRC coverage. The bulletin describes the core activities that were included, the assumptions that were made and the anticipated Federal funding. To access the ADRC Cost Model Budgeting Tool you can select the link at the end of the bulletin. This tool may be beneficial to planning groups since it can be adjusted to reflect one or more county/tribal actual costs for items such as salary, fringe, leave time, non-client specific service, direct expenses, etc.
April 24, 2007 ADRC Development Technical Assistance Bulletin #12, "ADRC Readiness Checklist" (PDF, 363 KB) is now on the Department's website. This readiness checklist is intended to provide guidance in planning and preparing for the ADRC application. Also newly on the website is the 9 minute video which provides an introduction and overview as to what an ADRC is. These items may be found at the ADRC homepage:

March 27, 2007 Attached are two ADRC Technical Assistance Information Bulletins, which are the next in the series of information to support planning for Aging and Disability Resource Centers (ADRCs).
