December 19, 2006 Today Governor Jim Doyle announced the resignation of Helene Nelson from her post as Secretary of the Department of Health and Family Services. Attached is a letter Secretary Nelson sent to county Health and Human Services agencies about her resignation.

December 6, 2006 Several consortia that are planning for managed long-term care in Wisconsin have created websites. Links to these sites can be found at http://dhs.wisconsin.gov/managedltc/grantees/consortiawebs.htm. Additional links will be posted as they become available.
November 6, 2006 The Department of Health and Family Services is pleased to announce the initiation of the Family Care Consumer Corps Training program. This initiative will inform long-term support consumers about issues involved in implementing Wisconsin's Family Care long-term care delivery system and prepare them to provide input into local and statewide planning processes. Both seniors and people with disabilities will be invited to apply to participate in this training, which will be coordinated by the Coalition of Wisconsin Aging Groups (CWAG) and other organizations representing elders and people with disabilities. October 20, 2006 The Department of Health and Family Services is pleased to share with our planning partners a set of detailed data reports for your LTC expansion planning purposes. These reports provide extensive information on the demographic, health status, functional status, and service costs for LTC consumers currently being served. Investing in the creation and distribution of this level of standardized information will help us to build a system that is better informed and therefore better suited to meeting all of the LTC needs of all of our potential consumers. Thanks to the many individuals who helped to make these reports possible. The reports are available on the Managed LTC website.
October 20, 2006 The Department of Health and Family Services has submitted a 2007-2009 Biennial Budget Proposal that addresses the need for state and federal funds to expand the availability of Aging and Disability Resource Centers and Family Care care management organizations. A description and informational slides related to the long-term care related portion of this proposal is available at:

October 20, 2006 The Department of Health and Family Services' 2007 - 09 budget request includes funding to expand ADRCs. This bulletin provides ADRC planning committees with information about the method used to estimate costs of an ADRC.

October 19, 2006 At the end of September, the three-year-long Quality Close to Home project produced its last report, "A Preliminary Design for an Integrated Quality Management System," which the Department is making available at http://dhs.wisconsin.gov/LTCare/ResearchReports/qctreport.htm. This report will serve as a source of guidance, a basis for communication, and a reference for all the professionals, advocates, and consumers who will be involved in developing the specifications for and implementing quality-management practices for the emerging statewide system of managed long-term care. (It does not contain detailed final specifications for quality management practices, which will need to be developed in waiver applications, contracts, and state and local policy documents.) The Department expresses its appreciation to the local waiver staff, local managed-care staff, consumers, providers, state staff, consultants, and other stakeholders who collaborated in various forums over the past three years in the Quality Close to Home project.
September 22, 2006 The Department of Health and Family Services invites you to view a Mediasite, presentation entitled: "DHFS Planning Consortia Conference - Governance of Managed Long-Term Care Organizations." This presentation contains the video and slides from the morning sessions of this conference, which was held in La Crosse, Wisconsin on September 20, 2006. Presenters included DHFS Secretary Helene Nelson, Associate Administrator for Long-Term Support Judith Frye, Policy Analyst Charles Jones, Counsel to WCA Andrew Phillips and a panel of speakers representing the South Country Health Alliance from southeast Minnesota. The duration of the presentation is 3 hours, 30 minutes.

September 15, 2006 On September 13, 2006, the Department of Health and Family Services released a document that provides information needed to prepare and submit an application for the implementation of an Aging and Disability Resource Center (ADRC) in conjunction with the managed care expansion component of Wisconsin's Long-Term Care Reform Initiative. Applications will be accepted only for ADRCs serving counties or regions that have been identified as ready and eligible to apply for managed care expansion. September 8, 2006 The following is information regarding current and projected levels of funding for persons in Wisconsin's long-term care system. This includes updated information on the proposed county contribution, as well as projections on future program costs, once the program has expanded statewide. We anticipate this information will be useful to counties engaged in planning for the expansion of Family Care, as well as their planning partners. August 18, 2006 The following provides guidance for the development of multi-county Aging and Disability Resource Centers (ADRCs). A multi-county ADRC, with an accepted application and plan, operating in a managed care area is expected to meet these requirements within a reasonable time (2-3 months) after a contract is signed.

August 16, 2006 The Department of Health and Family Services has released a Request for Proposals (RFP) from entities interested in contracting to become a managed long-term care organization serving selected geographic areas in Wisconsin. Entities interested in submitting a proposal in response to this RFP should register with the Wisconsin VendorNet System (Exit DHS).

May 18, 2006 The attached letter was sent by Helene Nelson to the Wisconsin Counties Human Services Association (WCHSA) today. The letter describes the current thinking at the Department of Health and Family Services about how to identify Community Aids and county levy funding that is supporting long-term care in Wisconsin. The letter also discusses potential methods for transfer of this funding to the State.
