HSRS File Transfer System
Counties now have the option to use the HSRS File Transfer System
to move data from county computer systems to the state.
In recognition of the many different county systems installed
throughout the State of Wisconsin, we have developed a batch interface
to the Human Services Reporting System (HSRS) known as the HSRS File
Transfer System. This new system replaces all previous
batch reporting systems for HSRS; however, it is NOT a
replacement of the online system, but rather something counties may choose
to use in place of or in addition to the online system. The new
system is available to all County Agencies as a reporting option.
It utilizes the HSRS online processing code and the internet file
transfer technology to minimize the amount of maintenance required to
keep the system operational.
HSRS, the Human Services Reporting System, is a reporting tool used
by County agencies across the state. It allows agencies to provide
necessary information on individual clients, the type and quantity of
services provided to each, and a breakdown of the costs involved. These
figures are collected and regularly used by DHFS for program monitoring,
planning, budgeting and analysis. The data is also used to meet numerous
federal and state reporting requirements and to obtain over $400 million
in federal funds annually. Data is collected in nine different
"modules," each representing a specific client population.
Approximately 350,000 clients are reported each year.
The procedure for counties using the new system is fairly
straightforward. County users can click on a web link at their desktops.
The web link runs a program that pulls the information into a DB2 table.
Once a user sends their completed work to DHFS, the information is run
against the appropriate programs to ensure there are no errors. (An
example of a possible error would be missing information in a required
field.) Then counties can download the results the next day. Files may
be resent with corrections as needed.
While this enhanced
system is saving the State a significant amount of time, counties stand
to benefit too by eliminating the need for double keying
information. They now can use the information they are keying into
their own systems for reporting to the State as well.
