Medical First
Responder services providing 9-1-1 response in Wisconsin must:

Be licensed as
a First Responder service

Operate under
an approved operational plan

Obtain approval
for advanced skills

Operate with
licensed/certified EMS personnel, credentialed with that service
Medical First
Responders providing 9-1-1 response in Wisconsin must:

Have completed an approved first responder course and
subsequent refresher courses
-
Maintain current CPR for healthcare providers certification
-
Hold a current certificate from the State of Wisconsin
(expires June 30 of even numbered years)

Be credentialed
with a licensed First Responder service

Follow approved
protocols.
Per Ch. 256, Wis. Stats., and
Wisconsin Administrative Rule HFS 113, every group that operates as or
advertises as providing medical first response must submit an operational plan
and obtain a license as a medical first responder service.
Additionally, all individuals operating as first
responders with a 9-1-1 response service must be trained through a department
(DHS) approved first responder training program and obtain and maintain a state
certificate.
The
goal of the EMS Section is to have all First Responder services and
providers in compliance with state statute and administrative rule by December
31, 2009.
There are currently many
unlicensed First Responder services and many uncertified first responders
operating in
Wisconsin. Many of these services and
individuals are providing medical first response without the benefit of approved
or current training. Others have
completed an approved curriculum and maintained that knowledge with regular
refreshers. All of these services
and their members must come into compliance with the current law by the end of
2009.

Below
is a link to a list of licensed first responder services by county.
By reviewing this document you will be able to identify if a specific service
is licensed or not, whether or not they have an approved operational plan and
what, if any, advanced skills they are approved to use.

If a
first responder service is not on this list, they are not a licensed provider. These services should submit an application and operational plan immediately.
Individual
First Responder Certification
Not
unlike any other type of EMS licensure, an individual must obtain their initial
first responder provider certification within 24 months of successfully
completing the first responder course.
We currently accept initial first responder training that is older than
24 months if the individual can document regular refresher training.
This will continue to be the practice through December 31, 2009.
After that date, only initial training completed within 24 months of the
application will be considered for initial licensure.
This is essentially giving first responders a grace period in which to
obtain current State of Wisconsin First Responder certification.
After
December 31, 2009, the individual and the service will be subject to
disciplinary action and possible penalties should they continue to provide
medical first responder service.
