Wisconsin eHealth InitiativeThe mission of the Wisconsin Department of Health Services' eHealth Program is to facilitate improvements in Wisconsin’s health care quality, safety, transparency, efficiency, and cost effectiveness through statewide adoption and use of electronic health records (EHR) and health information exchange (HIE). Access to the right health care information at the right time by providers and patients will promote the delivery of safe, optimum health care in Wisconsin. The Wisconsin eHealth Action Plan (PDF, 1029 KB, December 1, 2006) was developed by the eHealth Care Quality and Patient Safety Board, which was created by Governor Jim Doyle through Executive Order #129 in November 2005; and will move our state forward to develop the health information infrastructure we need for improved health care. Wisconsin Applies for State Health Information Exchange (HIE) Cooperative Agreement Program: The Department of Health Services submitted an application for this ARRA program on October 16, 2009. The purpose of the program is to continuously improve and expand HIE services over time to reach all health care providers in an effort to improve the quality and efficiency of health care. Award recipients are expected to evolve and advance the necessary governance, policies, technical services, business operations, and financing mechanisms for HIE over a 4-year performance period. This program will build off of existing efforts to advance regional and state-level HIE while moving towards nationwide interoperability. The goal of Wisconsin’s project, titled “Wisconsin Relay of Electronic Data (WIRED) for Health,” is to build substantial HIE capacity statewide to support providers’ meaningful use of electronic health records and enable the efficient, appropriate, and secure flow of information to optimize decisions for health.
