G Definition
GPR General purpose revenues; consist of state-levied taxes and miscellaneous receipts and revenues collected by state agencies and paid into the state general fund where they are then available for appropriation by the Legislature.
GPR EARNED Those dollars collected by the Department in payment for its services but deposited in the general fund rather than kept by the Department or earmarked for expenditure by it.
GTU Gero-psychiatric treatment unit operated by Mendota Mental Health Institute.
 
H Definition
HALFWAY HOUSE A short-term structured living environment mainly for persons who have just left residential institutions and are expected to have difficulty adjusting to living in the community.
HANDICAPPED-ACCESSIBLE A term applied to buildings, rooms and restrooms which are accessible to persons with disabilities. A room or building must meet specific DHFS standards to meet the definition of handicapped-accessible.
HAR Hiring action report; a personnel form filled out by a supervisor to notify the Department personnel office that someone has accepted a position and will begin work on a certain date.
HCFA (Former) Health Care Financing Administration, federal (now CMS)
HCT Home and Community Treatment Program, at Mendota Mental Health Institute; demonstrates a community-based model for providing mental health treatment for pre-adolescent children and their families without hospitalization.

HEALTHY START PROGRAM Department program dating from 1988 providing Medical Assistance benefits for pregnant women and children to age 6, with family incomes up to 155% of federal poverty guidelines.

HOS hospice
HOSPICE A residential or nonresidential program that provides care to persons who are dying, with the care provided not being directed at a cure of the individual but rather at lessening pain and other physical symptoms, with the provision of various kinds of support to the individual and the individual's family. Hospices are licensed by DHFS under ch. HSS 131 Adm. Codes.
HSD County human services department established under s. 46.23, Wisconsin Statutes, through a merger of the county social services department, the county department of community programs established under s. 51.42, Wisconsin Statutes, and other county human service agencies.
HSRS Human Services Reporting System in DLTC, DMHSAS and DCFS.

I Definition
I&R Information and referral.
IBIS Integrated background information system. Developed for and used in implementation of uniform caregiver background check legislation and ch. HFS 12 Admin. Codes.
ICD-9-CM International Classification of Diseases, 9th edition, Clinical Modification.
ICF Intermediate care facility; a federal Title XIX term for MA reimbursement purposes to a lower level of nursing care than that provided in a skilled nursing facility (SNF).
ICF-MR An ICF serving only or mainly mentally retarded residents, providing active treatment for residents, and certified under 42 CFR 435 and 442. In Wisconsin these are called facilities for the developmentally disabled (FDDs).
ICU Intensive care unit, in a hospital.
IDEA Individuals with Disabilities Education Act, 20 USC 1400.
IMD Institution for mental disease.
INDEPENDENT LIVING CENTER An agency that provides or arranges for services to help severely disabled individuals live as independently as possible; 7 in Wisconsin.
INDIRECT SERVICES Services to people provided by the Department through various public and private agencies under aid formulas, purchase agreements or contracts.
IOC Inspection of Care. Annual evaluation of the appropriateness of placement and care received by Title XIX nursing home residents.
ISN intensive skilled nursing
ISP Information Systems Plan. Each DHFS division's plan/budget for data processing for a given fiscal year.
IT Information technology.
ITF Inpatient treatment facility.
ITS Information Technology Services, the statewide computing center operated by DOA's Division of Information Technology Services (DITS).
 
J Definition
JCAHO Joint Commission on Accreditation of Healthcare Organizations; formerly, Joint Commission on Accreditation of Hospitals (JCAH).
JCRAR Legislature's Joint Commitee for Review of Administrative Rules.
JOBS Job Opportunities and Basic Skills Training Program; an employment and training program for AFDC recipients.
 
K Definition
KATIE BECKETT PROGRAM A Medical Assistance program (also called SSI Deeming) for disabled children who need skilled or intermediate nursing care, with only the child's income and assets considered and not the income and assets of the parents.
 
L Definition
LAB Legislative Audit Bureau.
LAW Legal Action of Wisconsin; a statewide public interest law firm concerned with advocating on behalf of public assistance clients.
LCC Legislative Council (Rules) Clearinghouse; reviews agency-proposed administrative rules for legal authority and conformance to drafting standards prior to agency hearings on the rules.
LIFE SAFETY CODE National Fire Protection Association (NFPA) Standard 101 for the safety of life in buildings. Adopted by reference by the Federal government as one condition for provider participation under the Medicare and Medicaid programs. Adopted by reference by the Department in rules for nursing homes, FDDs and hospitals.
