THE LAW:

Each patient shall... "Have a right to a humane psychological... environment within the hospital facilities..."

ss. 51.61(1)(m), Wis. Stats.

Note: The concept of “equal protection” is a Constitutional-based doctrine (per court decisions) that people in equal settings should be treated equally. There has to be a rational basis distinguishing between otherwise equal groups of people in order to justify any unequal treatment.
