The Wisconsin Birth to 3 Program
State Performance Plan (SPP)

The State Performance Plan (FFY 2005-2010) was originally submitted on December 2, 2005 to the U.S. Department of Education (DOE). This is a federally required plan that is reviewed and approved or modified by the DOE Secretary. The States were required to include: (1) baseline data that reflect the State’s efforts to implement Part C of the IDEA; (2) measurable and rigorous targets for the next six years for each of the indicators established by the DOE Secretary in the priority areas under section 616(a) of the IDEA; and (3) activities the State will undertake to improve implementation of Part C.

The DOE Secretary, Office of Special Education Programs (OSEP), informed Wisconsin on March 20, 2006 that Wisconsin's SPP under Part C met the requirements of section 616(b) to including measurable and rigorous targets and improvement activities. State Annual Performance Reports (APR)

The State Annual Performance Report (APR) must be submitted annually by February 1st of each year. Federal requirements specify that the State shall report annually to the DOE Secretary and the public on the performance of the State under the State’s performance plan (SPP).

DETERMINATION STATUS FOR IMPLEMENTATION OF PART C IN WISCONSIN

Wisconsin's third Annual Performance Report (APR) for FFY 2007 (PDF, 487 KB) was submitted February 1, 2009. The Individuals with Disabilities Education Act (IDEA) requires that the DOE Secretary make an annual determination as to whether each State is meeting the requirements of the statute, based on the data submitted in the APR and other available information. Individuals can access the Office of Special Education Program's (OSEP) determination letter (PDF, 935 KB) regarding Wisconsin's performance in FFY 2006, as well as the FFY 2006 APR response (PDF, 43 KB) at OSEP's website. We anticipate notification on Wisconsin's new status and annual determination to be issued in June, 2009. County Performance Data

In addition to reporting on the overall state performance each year, Wisconsin's Birth to 3 Program is also required to report annually on the performance of each individual county Birth to 3 Program based on the federal indicators described in the State Annual Performance Report.
