Wisconsin Quality Home Care Authority (QHCA)
The Wisconsin Quality Home Care Authority (QHCA) was created in the
2009 Wisconsin Act 28. The QHCA is an independent public authority
governed by a board of directors with a majority membership of consumers
and their representatives and advocates. Other components of the
legislation include the creation of a registry of independent home care
workers and the ability for independent home care workers to organize as a
union to bargain for wages and benefits.
